Voskons (or, theoretically, any being that performs some kind of magic) have the ability to speak into the minds of others. This is not a common skill--in fact, most don't know it exists, and those who do know of it work to keep it a well-hidden secret.
Most Voskons come upon the skill by accident. The most common path is when a Voskon is stuck in its animal form, unable to communicate with any others. If this Voskon has a very strong bond with someone and is in close contact with them all the time, they may find small bits of their thoughts and/or feelings "traveling" across the link they have with this other being. With careful concentration and unwavering determination, the Voskon begins to learn to transmit information they want to, and to withhold information they don't wish heard. At first they are only able to speak with one person this way, but eventually, after several years, can learn to speak with others, even strangers.
Mind Speak Learning Time Table
0-1 Months: In the first month of trying, a being is unable to control the transmission at all. It happens randomly, though more often than in a being who is not attempting to learn the ability.
1-3 Months: In this time period, the being will begin to make small connections. They will feel the connection take, but will be unable to transmit any thoughts or feelings. The connection is tenuous and holds only for a split second.
3-6 Months: The being begins to be able to transmit its strongest, most primal feelings using the connection.
6-9 Months: The being begins to be able to transmit short, telegraphic sentences--likely only the most important words in a mental sentence will be conveyed. They also begin to learn to withhold things they don't wish to be heard.
9-12 Months: The being begins to be able to communicate fairly well with the person they have the strongest bond to.
2-3 Years: In the second and third years, the being begins to accurately transmit thoughts and feelings to the bonded person. They learn to block off any unapproved transmissions from reaching the other person. This is a long, slow process occurring gradually over the two years, but by the end of the third year they are proficient.
3+ Years: The being learns to extend this mental connection to others, even strangers. Over time, they are able to speak much easier to strangers, though never as easily or as well as they do to those they are close to. Beings rarely share this ability with those they don't know well anyway.
Another way this skill is come upon is in times of crisis and instability. Often, in strange surroundings, a frightening situation, and/or in the presence of many potentially-dangerous strangers, a being might project its thoughts/feelings to a person they feel strongly for and safe with. This is a manifestation of a loss of control, usually mental--usually these beings are extremely distressed or coming to the crux of a troubling truth. Most of these beings are never able to perform the act again, though some, once aware of the ability, work at it using the steps listed above. These beings do not attain the same level of the ability as trapped Voskons as it is not their sole method of communication--just as a trapped Voskon who does not use the ability often will find it atrophies.
